Next, measure the height from the top of the frame down to where you'd like the curtain to end.

Yes. Fullness influences both the look and function of your curtains. As a general guideline, the curtain width should be about 1.5 to 2.5 times the width of the window for an elegant drape. The stacking width refers to the space the curtains occupy when opened. Be sure to leave enough room on both sides of the window so the curtains don't block too much light when drawn open.
